Basic Information:
- Full-time executive position overseeing six transit operations
- Starting Wage $65,000 - $72,000 (depending on experience)

- Drivers and Maintenance Department employees are represented by American Federal State County and Municipal Employees Union through a memorandum of understanding

Skills/Qualifications Required:
- Any combination of education, experience and training equivalent to a degree in business administration or a minimum of ten years of relevant experience in the transit industry
- Minimum of five years experience serving as a General Manager, Director, Department Head or other comparable position
- Basic computer and office skills
- Knowledge of heavy equipment, specifically transit buses
- Knowledge of government grant processes: application, administration and closing
- Experience serving on boards and committees, ability to chair a meeting
- Knowledge of formulating and overseeing budgets and financial statements
- Experience participating in government auditing processes
- Experience participating in union negotiations and administration of an employee union contract
- Experience and knowledge of government contracts and administration of those contracts, including construction contracts
- Knowledge of California Air Resources Board/California Water Quality Control Board regulations and requirements for transit agencies
- Experience in and knowledge of purchasing heavy equipment, specifically transit buses and related components
- Experience in conducting and participating in safety meetings and serving on safety committees
- Knowledge of the Americans with Disabilities Act regulations and requirements for transit agencies
Overview of Agency:
Humboldt Transit Authority (HTA) is a Joint Powers Public Agency which was formed by the County of Humboldt and five incorporated cities (Trinidad, Arcata, Eureka, Fortuna and Rio Dell) to provide public transit services for the county’s bus service (the Redwood Transit System) and to provide the operation of public transit services through contracts with other entities. Currently, HTA operates five (5) transit systems (Redwood Transit System, Eureka Transit Service, Willow Creek Extension, Southern Humboldt Intercity Transit System and Southern Humboldt Local Transit System. HTA also provides contracted maintenance services for the City of Arcata’s transit fleet. HTA currently employs forty-three (43) employees and operates a fleet of 38 transit buses.
The General Manager serves at the pleasure of and reports directly to the HTA Governing Board of Directors and provides leadership and direction to all departments and oversees all operations. The General Manager provides the Governing Board with policy guidance, goals and action options for review and adoption. The General Manager serves as the primary contact on matters of policy implementation and overall direction of the agency.
